Richard (Dick) B. Cheney is the Secretary of Defense, a Cabinet position appointed by the President. Cheney is in charge of all facets of the Armed Forces and strategic defense, including budget allocation and making decisions as to which weapons to produce. Prior to his cabinet appointment, Dick Cheney was a Congressman from Lincoln, Nebraska, for 10 years.
